Senior Program Management Officer – Procurement

About the Role

The Procurement organisation is entering a phase of professionalisation and strategic growth. To enable this evolution, we are looking for a highly skilled Senior Program Management Officer (PMO) – Procurement who will act as the right hand of the Procurement Director.

 

In this role, you operate at strategic, tactical and operational levels to elevate the procurement function, sharpen and execute the strategic roadmap, optimise governance, and ensure consistent execution across initiatives. You work autonomously, bring strong analytical and organisational capabilities, and excel in stakeholder management.
You are a trusted partner for the Procurement Director and a sparring partner for procurement leads, category managers, and project owners across the business.

 

Your Team

You are part of the Procurement organisation and work closely with the Procurement Director, category teams, finance, operations, legal and the central PMO. You may lead or coordinate temporary project teams depending on programme needs.

 

Key Responsibilities

  1. Strategy & Roadmap Development
    • Co-develop and maintain the Procurement strategic roadmap aligned with company priorities.
    • Translate strategic ambitions into clear programmes, initiatives, timelines, and measurable outcomes.
    • Advise the Procurement Director on prioritisation, risks, opportunities and performance gaps.
    • Identify improvement areas across processes, systems, capabilities and governance.
  2. Governance & Operating Model
    • Strengthen and maintain a structured governance model for procurement initiatives, reviews and decision-making.
    • Establish standards, templates and PMO processes to ensure consistent, high-quality programme delivery.
    • Ensure alignment with central PMO methodologies and corporate governance.
  3. Programme & Project Delivery
    • Coordinate and monitor all procurement strategic initiatives and transformation projects.
    • Support project owners in defining scope, requirements, milestones, risks and deliverables.
    • Facilitate cross-functional collaboration and remove impediments.
    • Ensure initiatives deliver expected value and contribute to long-term function maturity.
  4. Executive Support & Decision Preparation
    • Act as the primary sparring partner and senior advisor to the Procurement Director.
    • Prepare strategic papers, business cases, steering-committee documents and executive presentations.
    • Deliver clear, actionable insights based on data, risks, trends and performance indicators.
  5. Reporting, Insights & Performance Management
    • Develop and maintain dashboards, KPI reports, progress reviews and performance updates.
    • Consolidate input from stakeholders to provide accurate, fact-based reporting.
    • Monitor compliance, adherence to planning and delivery of expected outcomes.
  6. Stakeholder & Relationship Management

  • Build strong relationships across procurement, finance, operations, legal, IT and other key stakeholders.
  • Act as a trusted internal advisor who brings clarity, structure and alignment.
  • Facilitate communication, engagement and expectation management across all levels.

7. Team Enablement & Sparring Partner

  • Act as a coach and sparring partner for procurement professionals at all levels.
  • Support capability building in project management, planning, reporting and strategic execution.
  • Promote a collaborative, high-performance culture.

What You Bring

  • Bachelor’s or Master’s degree, preferably in Business Administration, Supply Chain, Procurement, or similar.
  • 7–10+ years of experience in program management, PMO, strategic procurement or transformation roles.
  • A proven track record of influencing senior stakeholders and driving complex, cross-functional programmes.
  • Strong analytical, organisational and communication skills.
  • Ability to work autonomously, structure complexity and bring clarity to stakeholders at all levels.
  • Experience in procurement environments or working closely with procurement teams is a strong advantage.
  • Skilled in building dashboards, reporting structures, KPI frameworks and business insights.
  • Excellent command of Dutch and English.- Strong stakeholder management skills and the ability to connect, challenge and support.
  • A hands-on, pragmatic, and proactive mindset.
